Admin Update

Hannibal Public Schools is proud to announce several administrative appointments for the 2026-2027 school year. Each of these leaders brings strong experience, a student-focused mindset, and a commitment to academic excellence in their new roles.

The Hannibal Board of Education has approved Kelsey Whitley as Principal of Oakwood Elementary, Megan Phillips as Assistant Principal at Veterans Elementary, and Stephanie Cunningham as Director of Transportation.

Principal of Oakwood Elementary - Kelsey Whitley

Kelsey Whitley will begin her 15th year with Hannibal Public Schools. She currently serves as Assistant Principal at Hannibal Middle School and previously served as Principal of Eugene Field Elementary, along with experience in both elementary and early childhood classrooms. Her background across multiple grade levels has provided her with a strong foundation in instruction, leadership, and student support.

Mrs. Whitley is passionate about empowering families and ensuring students are supported throughout their educational journey. Outside of school, she enjoys spending time outdoors with her husband and three children, especially swimming, boating, fishing, and being with extended family. She looks forward to building relationships with staff and students at Oakwood.

Assistant Principal of Veterans Elementary - Megan Philips

Megan Phillips previously served Hannibal Public Schools from 2015–2024, where she taught 4th and 5th grade at Veterans Elementary, coached varsity volleyball, and supported student learning through her work in Reset and Restore. Her experience at Veterans has allowed her to build strong connections with students, staff, and families.

She returns to HPS after most recently serving as an assistant principal in another district, where she supported student behavior, classroom management, and staff collaboration. Mrs. Phillips resides in the Hannibal area with her husband, and enjoys spending time with family. She is excited to return to Veterans and continue supporting a positive learning environment for all students.

Transportation Director - Stephanie Cunningham

Stephanie Cunningham has been a dedicated member of Hannibal Public Schools since 2009, beginning as a bus driver and serving in multiple roles including safety coach, secretary, and dispatcher. Her experience across the department has provided her with a strong understanding of daily operations and student transportation needs.

Throughout her time in the department, she has built strong relationships with students, families, and staff while supporting safe and efficient transportation services across the district. Stephanie is a longtime Hannibal resident and enjoys spending time with her two daughters, as well as gardening, reading, and crafting.
